It's the timing. Off peak for example would be like a 6p-3am which is when shuttles are used less. On peak could be like 8p-4am. The off peak and peak shuttles are for premiere. I purchased regular shuttle passes and never waited more than 30min. We left from Tropicana every day at 6p and the speedway at 3am. Will cost you on the way home but so will a shuttle pass off stubhub. Personally, I’ve been without shuttle passes before and I walk all the way to the exit right before it goes out to the road around the ton of cars sitting in hours of traffic and flag down a driver from there and I’m back to the strip quick. 🤷🏻‍♂️ Depends on how cool your shuttle driver is, or the people directing you on to the shuttles as well.
